On the sidelines of the International Conference at the United Nations Headquarters on the peaceful resolution of the Palestinian issue and the two-state solution, Minister Dr. Varsin Agabekyan Şahin signed, on behalf of the Government of the State of Palestine, a Memorandum of Understanding with Norway and Iceland to enhance relations.

These memorandums support the Palestinian people's right to self-determination and the independence of the State of Palestine, and include the establishment of high-level political dialogue in accordance with relevant UN resolutions and international law.
