European Council President Costa stated that the agreement reached in the Council on a €90 billion support loan for Ukraine is a continuation of the European Council decision taken by leaders in December.

Noting that this step brings them one step closer to providing stable financial and military support to Ukraine in the 2026–2027 period, Costa said: “I am eagerly awaiting the completion of the work being carried out with the European Parliament.”

Costa emphasized that strengthening Ukraine’s resilience and capacity for self-defence will simultaneously strengthen Europe’s security.

European Commission President Ursula von der Leyen, for her part, welcomed this step to provide €90 billion in financing to Ukraine.

Stating that she is closely watching the position of the European Parliament, von der Leyen said: “As we approach four years since the start of Russia’s full-scale invasion, this is a strong symbol of our unwavering solidarity with Ukraine. Our support will further strengthen Ukraine’s position on the battlefield and at the negotiating table.”
