European Union (EU) High Representative for Foreign Affairs and Security Policy Kaja Kallas said Moscow’s capacity to finance its war must be further reduced, adding that measures targeting the shadow fleet should also be considered in this context.

Kallas said at a press conference following the meeting of EU Defense Ministers that the EU Naval Operation IRINI had boarded six suspicious vessels in recent months and had become a leading actor in such operations.

Kallas noted that national boarding operations should also continue in parallel and that EU countries should act in close coordination on the issue.

Kallas said, “Using the existing legal framework, we must inspect and seize vessels.”
