Pakistan’s Deputy Prime Minister and Foreign Minister Mohammad Ishaq Dar attended a United Nations Security Council briefing on “Artificial Intelligence and International Security”, held under France’s presidency, and delivered Pakistan’s statement.

The meeting was attended by senior representatives of Council members, as well as the foreign ministers of Denmark and the Democratic Republic of the Congo, the United Kingdom’s Secretary of State for Foreign, Commonwealth and Development Affairs, and the Director and Deputy Director of the White House Office of Science and Technology Policy. Senior representatives from numerous countries also attended the meeting.

Council members were briefed by Yoshua Bengio, Co-Chair of the UN International Independent Panel on Artificial Intelligence, OpenAI CEO Sam Altman, Anthropic CEO Dario Amodei and Hugging Face CEO Clément Delangue.

Dar emphasized the importance of “preserving human judgment and control” at all stages of the design, development and integration of artificial intelligence. Stressing that artificial intelligence should not be allowed to become a new element of the arms race, Dar called for restraint and confidence-building measures to address the risks of miscalculation and compressed decision-making timelines in the military domain.

Dar said efforts to limit developments in artificial intelligence “must not turn into a new form of gatekeeping” and that measures taken on security grounds “must not become tools that block access to technology”.

Stating that AI governance should be addressed on representative and inclusive platforms with universal participation under the UN umbrella, Dar welcomed the first UN Global Dialogue on AI Governance held in Geneva.

Dar also highlighted Pakistan’s founding membership in the World AI Cooperation Organization (WAICO), describing it as “a concrete step toward promoting the development of artificial intelligence for the benefit of all and for good”.

Dar reiterated Pakistan’s commitment to enhancing international cooperation on artificial intelligence, bridging the global AI divide and promoting equitable access to AI for peace and development.
